Working as the urban design consultant for Parsons Brinkerhoff, the DC Department of Transportation sought to create a more pleasant arrival experience into the District of Columbia from the south. Franck & Lohsen led the design effort in creating an extension of South Capitol Street with the transition to the river crossing via an oval traffic circle–which serves as the community square as well as the organization of buildings and the baseball stadium. The firm spearheaded the production of a book presented to Congress for funding approval.
